ENFORCE is developing solutions to ensure data gathered by citizen scientists is suitable for use in environmental compliance cases. By developing a series of protocols and tool kits, the project seeks to bridge the gap between the reporting requirements of governmental authorities and citizen-generated data. This will be done chiefly through the concept of Data Readiness Level (DRL) to assess the verifiability of data designated for use as evidence. Additionally, ENFORCE will benefit from the use of geo-spatial intelligence and AI-enhanced tools, strengthening their capacities, promoting good practices and preparing an inventory on geo-spatial intelligence and AI use. The proposed solutions will ensure alignment with the Green Deal Data Space to ensure trustworthy data exchange amongst the relevant stakeholders.
The solutions will be implemented in eight case studies (Italy, Romania, Crete, Spain, United Kingdom, Netherlands, Belgium) involving relevant stakeholders, including grassroots organisations, local and regional authorities and a diverse group of experienced researchers forming a scientifically robust interdisciplinary team. The lessons learnt and evaluation results from the case studies will be integrated in the replication guidelines and promoted through the ENFORCE capacity building programme and associated policy recommendations to create a multiplier effect for the adoption of citizen science data to support environmental compliance.
ECSA activities and milestones
ECSA will take charge on capacity-building activities, culminating in three reports outlining best-practices identified in these sessions, providing insight on methodologies, resources and practical support to strengthen capacity to effectively deliver environmental compliance services.
